The Beach Haven Borough Council and Staff are extremely focused on responding to the COVID-19 outbreak and keeping our community and economy safe. The purpose of this note is to update you on our planning for the 2020 Summer Season.
Although it is difficult to anticipate what Summer 2020 will look like, we hope it will not be much different than summers past. However, under State law, we cannot act until Governor Murphy lifts some of the restrictions he’s imposed on businesses. In anticipation of this, we are in daily contact with County, State and Federal officials, and are drafting resolutions and ordinances to help local business while also protecting public health. Here are details on our process:

Extension of Rental Ban Until May 15th

WHEREAS, on March 24, 2020, as a result the Novel Coronavirus Disease 2019 ·
(“COVID-19”) pandemic caused by the SARS-CoV-2 virus and pursuant to the powers vested
by Chapter 251 of the Public Laws of 1942, as amended and supplemented, N.J.S.A. App. A: 9-
30, et seq, N.J.S.A. 40:48-1, et seq .. and all applicable statutory law and regulations, as well as Chapter 154 of the Borough Code, the Director of Public Safety and Emergency Management
Coordinator authorized and declared that a local disaster/emergency exists within the Borough of Beach Haven (“Borough”);

Executive Order 122, Interpretation and Implementation
Construction Office Recommendations

Starting Monday, April 13, 2020, until further notice:

  1. Buildings will remain closed to the public.
  2. Offices will remain open with limited staffing and appropriate social distancing.
  3. Permits submitted prior to, and after, 4/10/20:                                                                        

If the work meets the definition of essential construction, as defined in EO 122, then the permit is issued. If the work does not meet the definition, it will be processed, but not issued until the order is lifted.

  1. Projects already underway involving individual single-family homes, may continue provided the construction crew at any one time is made up of 5 or fewer individuals.
  2. Projects already underway involving a residential unit for which a tenant or buyer has already entered into a legally binding agreement to occupy the unit by a certain date, and construction is necessary to ensure the unit’s availability by that date, may continue.
  3. We will continue to inspect and close out construction work that was already underway prior to 4/10/20.

During this State of Emergency, until further notice, the Borough of Beach Haven resale inspections are suspended. There is a form, on our website, under Construction & Zoning that you need to fill out and return to us. You may email it to me along with the pictures or drop it off in our lobby in the building/zoning bin, and we will approve the C/O.  My email is dmh@beachhaven-nj.gov

Beach Haven Beach Closures

While we deeply regret having to restrict beach access to those who enjoy our beaches and have respected the Governor’s essential travel restrictions, practiced proper social distancing, and self-quarantine, the mounting numbers of coronavirus cases in Ocean County and New Jersey have made this decision a necessity to protect the safety and well-being of our local residents and other beachgoers. Residents and Property Owners may use their Emergency Placards to walk or jog on the beaches, as well as exercising your dog while on a leash. No other activities will be permitted at this time. These Emergency Placards were issued to you in January 2020, no new placards are issued during a State of Emergency, please DO NOT CALL requesting one at this time. This Emergency Order will go into effect April 7, 2020 and will remain in effect until further notice. Hopefully when we are in our “new normal” everyone can come and enjoy our many amenities. In this time of uncertainty, we are trying to do what is best for our community. The full order is attached here, as well as on the Borough web site.

All New Jersey Municipalities and Registered New Home Builders pursuant to The New Home Warranty and Builders’ Registration Act (NJSA 46:3B-1et seq) and “Regulations Governing New Home Warranties and Builders’ Registration” N.J.A.C. 5:25-1.1, who are enrolled in the New Jersey New Home Warranty Program.
DUE TO THE COVID-19 WORKPLACE RESTRICTIONS, THE NEW HOME WARRANTY PROGRAM IS CURRENTLY NOT PROCESSING NEW HOME WARRANTY APPLICATIONS. UNTIL FURTHER NOTICE, PLEASE BE ADVISED AS FOLLOWS.

We understand that being in Beach Haven provides you with more space, an increase sense of security and enhanced mental health. You are valued members of our community, and we are committed to your safety as well as that of our full-time residents.
