Beach Haven Beach Closures

While we deeply regret having to restrict beach access to those who enjoy our beaches and have respected the Governor’s essential travel restrictions, practiced proper social distancing, and self-quarantine, the mounting numbers of coronavirus cases in Ocean County and New Jersey have made this decision a necessity to protect the safety and well-being of our local residents and other beachgoers. Residents and Property Owners may use their Emergency Placards to walk or jog on the beaches, as well as exercising your dog while on a leash. No other activities will be permitted at this time. These Emergency Placards were issued to you in January 2020, no new placards are issued during a State of Emergency, please DO NOT CALL requesting one at this time. This Emergency Order will go into effect April 7, 2020 and will remain in effect until further notice. Hopefully when we are in our “new normal” everyone can come and enjoy our many amenities. In this time of uncertainty, we are trying to do what is best for our community. The full order is attached here, as well as on the Borough web site.

WHEREAS, as a result the Novel Coronavirus Disease 2019 (“COVID-19”) pandemic caused by the SARS-CoV-2 virus and pursuant to the powers vested by Chapter 251 of the Public Laws of 1942, as amended and supplemented, N.J.S.A. App. A: 9-30, et seq.; N.J.S.A. 40:48-1, et seq.; and all applicable statutory law and regulations, as well as the Chapter 154 of the Borough Code, on March 24, 2020, the Borough of Beach Haven (“Borough”) declared that a local disaster/emergency exists within the Borough by and through the required authorization of the Director of Public Safety and the Emergency Management Coordinator;

To All:

As the COVID-19 crisis continues, we have instituted a reduced staff policy. We have a limited number of people in the office so as to avoid unnecessary contact with one another.

We are doing our best to keep the permit process moving. Please do not call asking for updates as to when they will be ready. We will call you as we always have.

As a reminder, we have set up a bin in the lobby for you to drop off/pick up permits. If you are dropping of a permit, please make sure we have all the documentation needed and all information is filled out. This will hopefully cut down on processing time. If you are picking up a permit, call ahead, have property information ready and your check number. We can process the permit, leave it in the bin and you can drop off the check when you pick up the permit.

Municipal court sessions are suspended now through Friday, April 26, 2020 in order to mitigate public exposure to COVID-19

For this period, individuals scheduled to appear before the municipal court to contest a traffic or parking ticket, a minor local ordinance violation, or other matter should instead await notice of a new court date.

Defendants may continue to make payments for parking and traffic matters through the municipal court’s online payment website at NJMCdirect.com.

Playground & Athletic Fields / Courts Best Practices During the COVID-19 Outbreak
As recommended by the Municipal Insurance Carrier:

New Jersey Governor Phil Murphy’s Emergency Declaration of March 16, 2020 placed a limit of 50 people for all social functions and “gatherings” due to the COVID-19 outbreak. The Centers for Disease Control (CDC) has since lowered the number of persons to 10. The purpose of the Governor’s action is to limit social contact in an effort to reduce the spread of the virus.

Consistent with the Governor’s Declaration, the Safety Director’s office recommends that playgrounds, athletic fields and courts, and similar park facilities that encourage group activities should be closed and stay closed until the Governor lifts the Emergency Declaration.
The Safety Director’s recommendation for closure of these facilities does not apply to passive recreation areas.

As noted above, passive areas such as nature walks and peripheral jogging / walking paths do not tend to attract ‘groups’ and can, at least for now, be left open.

The Safety Director will closely monitor the situation and provide additional guidance as is warranted.

As you are aware, the Beach Haven Construction & Zoning Departments have taken steps to minimize exposure to our staff while still being committed to providing services you need to keep your projects moving forward. We are asking all of you to remind your job supervisors, sub-contractors and foremen to please maintain distance from the field inspectors. There is no need to walk the job in close proximity with the inspector. We ask that personnel remain at a safe distance. Our inspectors will inform the responsible person of any corrections needed and the appropriate sticker will be left on the job. Your cooperation in this matter is appreciated.

Based on a directive from the JIF/MEL Safety Director, consistent with the Governor’s declaration, all Beach Haven playgrounds will be closed until further notice, to help prevent the spread of COVID-19.  Please be mindful, when using recreational areas, that you keep gatherings to groups smaller than ten people.
